Enable functions on Metro Ethernet Switch series via CLI (MESxxx, MGSxxx)

Some functions cannot be found in the user manual or the web GUI like the DHCP server settings and need to be enabled via CLI first.

Please use the Command Line Interface (CLI) and the CLI guide to customize these switches' functions.
The CLI guide is available in the download area of each model.
We attached the guide for the MGS3750-28F to this KB as an example.
